UPDATE: American Rescue Plan Act of 2021

On March 11, 2021, the President signed HR 1319 – American Rescue Plan Act of 2021.


The Act contains changes that extend the temporary increase to CalFresh maximum allotments, allocate administrative funding, and provide support for online purchasing. In addition, the Act includes extensions to unemployment assistance, individual recovery rebates, and changes to the Child Tax Credit for 2021. Below is an overview of the changes.


How is SNAP/CalFresh impacted?

  • SNAP Benefit Increase: Extends temporary 15% increase in CalFresh benefits through September 30, 2021

  • Pandemic Unemployment Assistance (PUA) extended through September 6, 2021. PUA is considered unearned income for CalFresh.

  • Federal Pandemic Unemployment Compensation (PUC) extended through September 6, 2021. PUC payments are excluded for CalFresh for period of January 1, 2021 through October 31, 2021.

  • Pandemic Emergency Unemployment Compensation (PEUC) extended through September 6, 2021. PEUC is considered unearned income for CalFresh.

  • Individual Recovery Rebates are excluded from consideration as income in the month of receipt and as a resource for 12 months following receipt for CalFresh.

  • Child Tax Credit Improvements for 2021 are excluded from consideration as income in the month of receipt and as a resource for 12 months following receipt for CalFresh.
