Hello Everyone,
There have been a couple of updates this week issued from CDSS. Please see below:
Mass Replacement Waiver Approval
o Affective in the following counties in our network (see attached PDF for exact zip codes):
Fresno, Lake, Mendocino, Napa, Santa Cruz, and Sonoma
The Mass Replacement Waiver will allow for food that was purchased with SNAP benefits that was destroyed in a household misfortune or disaster to be replaced, if the household reports the loss within 10 days. The household must also provide verification of the loss. This waiver would allow households that have lost power or have been evacuated, to replace destroyed food which was purchased with SNAP benefits, much timelier and efficiently via an automated process without requiring the affected households to report a loss of food. CalFresh households in the specified ZIP codes within the approved counties will receive the automated mass replacement by Wednesday, November 25, 2020. This replacement will include 35% of October 2020 regular CalFresh benefits and Emergency Allotments that were issued in October 2020.
Elderly Simplified Application Project (ESAP) Waiver Extension Approval
o The Food and Nutrition Service has approved the CDSS’ request for an early extension of the state’s Elderly Simplified Application Project (ESAP) Demonstration Project, including a new request to waive the periodic reporting requirement (SAR 7) for ESAP households. The demonstration project authority is effective for a five-year period from October 1, 2021 to September 30, 2026.
o California’s current ESAP includes three waivers that extend the certification period to 36 months, waive the recertification interview requirement, and make use of data matching to reduce client provided verifications. The new approval adds a fourth component to the ESAP that eliminates the SAR 7 reporting requirement for ESAP households. These waivers only apply to households where all members are elderly and/or disabled with no earned income.
o The soonest the SAR 7 waiver can be implemented is March 1, 2022 (in both CalSAWS and CalWIN). This timeline takes into consideration other automation projects that have already been scheduled for release in the next year. To meet the automation timeline, CDSS will issue policy guidance by December 31, 2020.
