Supporting a Client Through Emergency CalFresh Access

Catholic Charities Diocese of Monterey (CCDOM) provides CalFresh Outreach (CFO) services to support individuals and families in accessing food assistance. Many clients initially seek help for other urgent needs, such as housing, and may not realize they qualify for CalFresh benefits. This story highlights how outreach, persistence, and client-centered support helped connect a client in need to critical food assistance.
A client first visited our office seeking assistance with finding a room for rent. While our team provided her with a low-income housing resource list, staff also shared information about CalFresh benefits. At the time, the client declined services and left the office.
A few days later, the client returned and expressed interest in applying for CalFresh. Staff scheduled an appointment and provided guidance on the documents needed to complete the application. During the appointment, staff supported the client through the application process and ensured all information was complete and accurate.
Based on her circumstances, the client qualified for expedited (emergency) CalFresh benefits. Staff submitted the application under emergency status to help ensure faster access to food assistance. Throughout the process, staff maintained clear communication and provided ongoing support, helping the client feel comfortable and informed.
Within a week, the client returned to share that her application had been approved and that she had received her loaded Electronic Benefits Transfer (EBT) card from the county. She expressed gratitude for the support she received.
This outcome highlights the importance of offering CalFresh information at every point of contact, even when clients initially decline services. By creating a welcoming environment and providing consistent support, staff successfully connected the client to essential food resources. As a result, the client now has access to nutritious food, improving her overall stability and well-being.
